Key takeaways
- Procurement transformation consulting is not one service. It covers the roadmap and operating model, category and savings work, programme management, the source-to-pay platform and its data, and change. Check which parts a provider does with its own people.
- Three consultancy pages, read on 31 October 2026, sell the operating model, categories, sourcing and a roadmap. None of them names a source-to-pay platform or publishes a price.
- UK public notices give real figures: £130,000 at award for a procurement transformation roadmap (£162,000 in the latest notice, about four months), £1.5 million for a one-year commercial transformation that included moving two eSourcing tools into one.
- Ask who will do the work by name, what they have built on your platform, and who owns the platform decisions once the consultants leave. On Ivalua, its 2023 contract terms require Level 2 certification to configure and Level 3 to build integrations.
- My part is the platform: I make the transformation’s decisions work in Ivalua, on a mission or leading a certified team. Category strategy and operating model design are not my work.
What does procurement transformation consulting cover?
Procurement transformation consulting is outside help to change how a company buys, for the long term. It usually covers five kinds of work: the roadmap and operating model, category and savings work, programme management, the source-to-pay platform and its data, and change management. Few providers do all five with their own people, so ask which parts they really deliver.
What a transformation is, its six areas and its roadmap are explained in What is procurement transformation?. This page answers the next question: who do you hire, and for which part? KPMG’s target operating model, for example, has six layers, and technology is only one of them. The people who design the layers are rarely the people who configure the platform.
| Kind of work | What the consultants deliver | A typical situation | Who usually sells it |
|---|---|---|---|
| Roadmap and operating model | A current-state assessment, a target operating model, a roadmap with priorities and a business case | A new CPO has six months to show the board where procurement is going | Strategy and procurement consultancies |
| Categories and savings | Spend analysis, category strategies, sourcing events, negotiation support | Indirect spend has grown faster than revenue for two years | Procurement consultancies |
| Programme management | Planning, governance, reporting and steering of the workstreams | Five projects run in parallel and nobody sees the whole plan | Consultancies, integrators, independent programme managers |
| Platform and data | Design, configuration, ERP interfaces, supplier data, data migration, upgrades | The roadmap says “one approval chain”, and the tool still has twelve | Integrators and certified platform consultants |
| Change and adoption | Training, support on each rollout, follow-up of usage | Requesters keep emailing their needs to a buyer after go-live | Consultancies, integrators and the internal team |
Start by naming the kind of work you are missing. The best provider for a roadmap is rarely the best one for the platform.
What do procurement transformation consultancies say they deliver?
Mostly the strategy side: operating model, categories, sourcing and a roadmap. The table covers the procurement transformation pages of three consultancies returned by a web search for “procurement transformation consulting services” on 31 October 2026. The table gives what each page says, in its own terms.
| Consultancy | What the page says the service covers | Platform named | Duration or price published |
|---|---|---|---|
| Efficio | Four areas: recast the operating model across entities and countries, align the organisation to category management, introduce strategic sourcing, develop skills and stakeholder engagement. Analytics tools and tailored training | None | None |
| Corcentric | Two steps: a current-state analysis with benchmark data and a report of strengths and weaknesses, then a transformation roadmap with a timeline, resources, expected return and a business case. Scalable “from a light assessment” to a full roadmap | None | None |
| Elixirr | Five modules: set direction and align leadership, build the operating model, “turn strategy into action through tech” across procure-to-pay, source-to-contract, spend and supplier management, optimise categories, strengthen supplier relationships | None | None; timing “depends on your goals” |
All three sell the target and the roadmap. Who configures the source-to-pay platform, and on which product, is not on these pages.
That is not a criticism: it is a different trade. A roadmap that says “one supplier master, one approval chain” is a good roadmap. Someone still has to decide in the platform which system creates a supplier, which approval rules stay, and how the invoice reaches the ERP. If nobody owns that, the integrator builds what the specification says, and the specification often copies the old process.
Large firms often do both. KPMG UK, for example, lists a “Powered Procurement” service on the UK government’s G-Cloud catalogue with preconfigured target models for Coupa, Oracle, SAP Ariba and Jaggaer. Ivalua’s own partner directory listed 42 implementation partners in August 2026, including global firms such as Accenture, Capgemini and Deloitte.
What do public buyers pay for procurement transformation consulting?
Private contracts are not published, but UK public ones are. These four award notices on Contracts Finder are for procurement or commercial transformation consultancy. They show the scope, the supplier, the value and the dates, not the result.
| Buyer | What was bought | Supplier | Value (£) | Dates |
|---|---|---|---|---|
| Homes England | Turn recent procurement change projects into one procurement transformation roadmap; direct award under a management consultancy framework | Ernst & Young LLP | 130,000 at award; 162,000 in the award block of the latest notice | 12 December 2024 to 17 April 2025 (the first notice gave 26 March 2025) |
| Foreign, Commonwealth and Development Office | Commercial transformation for a directorate of 240 staff and about £3 billion of third-party spend: process and controls, one eSourcing tool instead of two, building internal capability | Augmentas Group Ltd | 1,500,000 | 1 April 2022 to 31 March 2023 |
| Hertfordshire and West Essex STP (NHS) | An advisory firm in a project and programme management role to transform procurement across the area’s trusts | Capita Group Plc | 350,000 | 1 December 2020 to 1 September 2021 |
| Birmingham City Council | Commercial transformation support: procurement specifications and delivery aligned to the council’s future target operating model | Reed Talent Solutions Ltd | 92,864 | 20 October 2025 to 9 January 2026 |
A roadmap alone was a four-month, six-figure contract. When the platform was in scope, at the FCDO, it was one programme among three in a £1.5 million contract.
One line in the FCDO notice is worth reading twice: the programme aimed at “reducing reliance on big consultancies and building FCDO core capability”. A transformation is only finished when your own team can run what the consultants built. Plan that hand-over from the first week, not the last.
For day rates, the UK government catalogue publishes the rate cards of large firms. KPMG’s UK G-Cloud rate card (April 2024) lists £2,150 a day for an “ensure, advise” consultant. Published contractor rates are much lower; how to hire a freelance procurement consultant compares them.
How do you choose a procurement transformation consultant or consultancy?
Start from the part of the transformation that is blocked, not from the size of the firm. Then check the people, not the brochure. These seven checks work for a consultancy, an integrator or an independent consultant.
- Name the part you are missing: roadmap, categories, programme management, platform and data, or change. One sentence each. If you cannot write it, buy a short assessment first.
- Ask who will do the work, by name, and how many days each person will spend on your project. Meet the people who will be in your workshops.
- Ask for work done on your platform: the version, the modules, the interfaces with your ERP. “We know source-to-pay” is not the same as “I built the supplier interface to SAP”.
- Check the certification for platform work. Ivalua’s 2023 contract terms require Level 2 to configure the platform and Level 3 to build integrations.
- Ask about software alliances. A firm with a vendor alliance can be very useful for delivery, but it is not neutral when you choose software.
- Ask for a fixed-price first step: an assessment, a diagnosis or a health check, with a written deliverable. You learn how the provider works before you sign a long contract.
- Decide who owns the platform after the consultants leave: who approves a new approval rule, who corrects supplier data, who plans the next upgrade.
| Your situation | What usually fits | What to watch |
|---|---|---|
| You need a target, a roadmap and a business case | A procurement or strategy consultancy | The roadmap names the platform decisions, not only the goals |
| A rollout across many countries and workstreams | An integrator or a large firm, with your own programme lead | The senior people from the proposal stay after the kick-off |
| The roadmap is signed, and the platform must now carry it | A certified platform consultant, alone or with a small team | One person answers to you for design, interfaces and data |
| The platform is live, but each upgrade takes longer and users go around it | A fixed-price health check before the next wave | The check looks at the configuration itself, not only at interviews |
You can combine them: a consultancy for the target, an integrator for the volume, and a certified practitioner who holds the platform decisions together.
Where does a source-to-pay practitioner fit in a procurement transformation?
At the moment a decision has to become a rule in the tool. An operating model becomes roles and rights. A common process becomes one approval chain, plus a short list of exceptions. Clean supplier data becomes one system that creates suppliers, with duplicate checks and an interface to the ERP. A practitioner is the person who knows what each choice costs in the platform.
Three signs that this role is missing, typical of Ivalua projects. Each entity asks for its own approval rule, and nobody says that a rule built for one entity has to be tested again at every upgrade. The ERP team has not planned when it builds the interfaces. After go-live, reports need manual fixes every month. Ivalua’s own blog lists poor data quality and the complexity of syncing with the ERP among the usual pitfalls.
Sometimes the platform side means starting again. On BNP Paribas’s source-to-pay platform, v156 carried many complex specific configurations. v164 was a complete redesign built from scratch, which simplified them and redesigned the workflows. Both were delivered on budget and on schedule. v182, also built from scratch, was delivered on schedule and is still evolving: old and new versions run in parallel while entities and users move over.
I worked hands-on on all three: design, configuration, integrations, custom SQL, and change management on entity rollouts in France and abroad. On v182 I also run the migration workstreams end to end, from data quality controls to sign-off. On v156 and v164 I led a mixed team of 15. Before that, I managed a portfolio of four software projects at Vallourec and moved it to SAFe, and led a team of 13 at Société Générale.
How can I help with your procurement transformation?
On the Ivalua part of it, at the stage where you are. I do the work myself, inside your team or next to your consultancy or integrator.
| Stage of your transformation | What I do | Format | Price |
|---|---|---|---|
| The roadmap is signed and the platform design starts | Techno-functional lead: I turn the target into roles, approval rules, data ownership and interfaces | Senior mission, custom duration | Day rate, on request |
| The rollout needs several Ivalua profiles | I build and lead a team of certified consultants from my network of about ten | An Ivalua team I lead, custom duration | Day rate per consultant, on request |
| The platform is live and the next wave is coming | Each area rated, with a 90-day plan, before you add entities or modules | Ivalua health check, 3 weeks | From €12,500, fixed price |
| You are several versions behind | An assessment of interfaces, data and custom rules, then the upgrade | Version migration, 1 to 2-week assessment | From €7,500 for the assessment |
A mission or a team to do the platform work; a fixed-price check when you first need to know what the platform can carry.
What I do not do: category strategy, savings programmes, the design of a procurement organisation, and neutral software selection. I implement Ivalua, so I am not neutral. For the basics of source-to-pay software without a vendor angle, eProcurement Toolkit’s procurement software guide is a good start. Integrators who need a senior Ivalua profile have their own page. To start, describe your situation.
Frequently asked questions
Short answers to the questions people ask, each one sourced above.
How much does procurement transformation consulting cost?
It depends on the scope. UK public notices give real examples: £130,000 at award (£162,000 in the latest notice) for a four-month procurement transformation roadmap at Homes England, and £1.5 million for a one-year commercial transformation at the FCDO. My own starting prices are public: an Ivalua health check from €12,500 excluding VAT, a migration assessment from €7,500. Missions and teams are billed at a day rate.
What are procurement transformation services?
They are the services sold to change how a company buys: a current-state assessment, a target operating model, a roadmap, category and savings work, programme management, the implementation of a source-to-pay platform, data migration and change management. Some firms also run procurement for you as a managed service. Check which of these a provider really delivers with its own people.
Should we hire a consultancy or an independent consultant?
A consultancy fits when you need many people, several workstreams or services beyond the platform, such as category strategy. An independent consultant fits one role or one workstream, with the person you interviewed doing the work. For the platform part, what matters most is first-hand work on your software and the right certification.
How long does a procurement transformation consulting engagement last?
The UK notices above run from about three months for specification support at Birmingham City Council, to about four months for a roadmap at Homes England, to one year for the FCDO’s commercial transformation. The whole transformation runs longer, in waves. Platform work follows each wave: design, build, tests and rollout for each scope.
Can you work alongside our consultancy or integrator?
Yes. I can hold the Ivalua workstream next to the consultancy that designed the target, or work inside the integrator’s team. A common split: the consultancy owns the operating model and categories, the integrator provides the volume, and I hold the platform decisions, the ERP interfaces and the data migration.
Do you lead the whole procurement transformation?
No. I lead the Ivalua part: platform design, configuration, interfaces, data and the team that builds them. The operating model, category strategy and savings targets belong to your procurement leadership and, if you use one, a procurement consultancy. I have managed software programmes, including a portfolio of four projects at Vallourec, but I do not sell transformation strategy.
