Key takeaways
- Ivalua’s published terms ask for certified people: Level 2 to configure, Level 3 for integrations, or a certified partner. They do not require a partner firm.
- Ivalua sells through partners first, but it also has its own professional services team. When a partner implements, Ivalua reviews the design and sits on the steering committee.
- Public buyers often sign one contract to build the platform and another one to run it, sometimes with a different firm. Plan and price the run from the start.
- Choose people, not a logo: named consultants with their certificates, references on your ERP, a plan that includes your own tasks, and a clear answer on who runs the platform after go-live.
Do you need an Ivalua implementation partner?
Not always. You need certified people. Ivalua’s 2023 terms in a US public contract require Level 2 certification to configure the platform and Level 3 to build integrations, or a certified partner. Those people can work for an Ivalua partner, work as independent consultants, or be your own staff once certified.
In the public contracts below, large programmes are run by a partner firm. These programmes need many people at once and one contract for the whole job. Smaller scopes, rebuilds and upgrades can be done by a few senior certified consultants next to the client’s team. The rest of this page explains who does what, and how to choose.
What does Ivalua do itself, and what do partners do?
Ivalua calls its model “100% Partner first”. In August 2026, its partner directory listed 42 implementation partners and 27 technology partners. It shows no partner levels, and it does not publish the criteria to join. Ivalua says its certified community has grown to over 4,000 members, of whom more than 2,200 work for partners.
Partner first does not mean that Ivalua stays out of projects. Its Services page lists its own professional services team: solution design, configuration, integration, training and support, and “Project Implementation w/ Partners”. In its US public contract (NASPO, 2023), Ivalua can deliver implementation, integration and consulting itself under a statement of work. Buyers can also buy the software alone: one award category is “Solutions Only”, with implementation services excluded.
| Who | What they usually do | What the public sources say |
|---|---|---|
| Ivalua | The platform, support, upgrades, customer success; sometimes design, configuration and integration work | Services page: own professional services team next to the partners. NASPO terms: Ivalua reviews a partner’s design document and takes part in steering committees |
| Implementation partner | Most of the project team: configuration, interfaces, data, method, often the run after go-live | 42 implementation partners in Ivalua’s directory (August 2026); terms require Level 2 and Level 3 people or a certified partner |
| Technology partner | Data and services plugged into Ivalua: supplier risk data, e-signature, tax, CSR ratings | 27 technology partners in the directory (August 2026); examples on Ivalua’s Open Ecosystem page include Adobe Sign, Avalara and EcoVadis |
| Independent certified consultants | Senior roles inside your team or the integrator’s team: lead, design, interfaces, SQL, upgrades | The terms ask for certified people, not for partner status |
| Your own team | Scope, design decisions, data, acceptance tests, ERP side of the interfaces | Maryland’s auditors found the ERP integration depended on tasks the State itself had to perform |
A partner brings the project team. Ivalua stays involved through design review and steering. Your team keeps the decisions.
Can an independent consultant implement Ivalua?
Yes, if the consultant is certified at the right level. What the terms check is the person’s certificate, not the employer. The Level 3 integration certificate is a real technical bar. Ivalua’s Academy Program document (2023 version, linked from its partners page) says it covers XML and SOAP queries, complex ETLs, EAI and APIs, and that it needs Level 2 Technical and advanced SQL first.
An independent has limits too. One person cannot staff a programme of twenty people. A single consultant cannot give you one contract that also covers your ERP, your middleware or your change management across countries. In those cases a partner firm is the better fit.
The two models also mix. One set-up is an integrator for most of the work, plus one or two senior independent consultants on the client side. They check the design, follow the interfaces and make sure the client takes its decisions on time.
I am a certified Ivalua consultant (L1 to L3), not an Ivalua partner, and I do not speak for Ivalua. I have worked hands-on on three full-cycle Ivalua implementations at BNP Paribas: v156, v164 and v182.
Who do public buyers hire to implement and run Ivalua?
Public buyers publish their contracts, so they show who does the work and how it is split. The notices below name the firm that holds each contract. They say nothing about how well the work was done.

Building the platform and running it are often two contracts, sometimes with two different firms.
The run is a real budget line. In a New York City Council hearing in March 2025, the city’s procurement office said it pays Accenture about $7 million a year and Ivalua about $2 million a year for its PASSPort procurement system. These figures come from a third-party transcript of the hearing (citymeetings.nyc), not from the official record.
Two lessons come out of these contracts. First, plan the run from day one: who fixes incidents, tests each upgrade and adds changes after go-live. Second, the firm’s name tells you little. The people on your project, and their certificates, tell you more.
How do you choose an Ivalua implementation partner?
Ask for facts you can check. These questions work for a partner firm and for independent consultants alike:
- Named people and their certificates. Ask for the names of the consultants who will work on your project, with their Ivalua levels. Level 2 for configuration, Level 3 for integrations. A headcount of certified staff across the firm is not the same thing.
- References on your ERP and your scope. If you run SAP S/4HANA, ask for a live Ivalua client on S/4HANA, with the same modules. The interfaces are where projects lose time.
- A plan with your tasks in it. In Maryland, auditors found no integrated schedule of the State’s tasks and the vendor’s tasks, while the ERP link depended on the State. Ask to see your ERP team, data owners and key users in the plan.
- Ivalua’s design review in the contract. Ivalua’s 2023 terms provide for it. Ask when it happens and who answers its remarks.
- The run after go-live. Who handles incidents, hotfixes and the upgrade that Ivalua requires at least every two years? At what price? Public buyers often buy this separately.
- How the partner limits changes to the standard. Complex configuration and integrations added after go-live are charged again at each upgrade under Ivalua’s terms. Ask how many specific developments the partner expects, and why.
Ivalua gives similar advice on its own blog. Its panellists call the choice of partner “absolutely crucial”, and say to check that the partner’s roadmap matches yours. Another Ivalua article says to name an internal project manager as the link with the vendor or the partner.
What stays with you when you hire a partner?
A partner configures the platform. Your organisation still owns the scope, the design decisions, the data and the acceptance tests. Public cases show that problems also come from the client side, not only from the integrator.
- Your people’s time. In Ivalua’s own survey of 31 system integrators, stakeholder alignment and change management was the most cited challenge (58.7% of respondents). Experts quoted on Ivalua’s blog name client teams given only 20% to 30% of their time as a common cause of failure.
- Your data. Data migration and integration were cited by 41.3% of respondents. Supplier data must be clean before testing means anything.
- Your ERP side. The ERP team builds its half of each interface. Maryland’s auditors said the State believed it was “partially responsible” for the failure of its project.
How the ERP flows work, and what goes wrong with them, is covered in Ivalua ERP integration. The phases and roles of the whole project are in how an Ivalua implementation works.
When does a small team of certified consultants fit better?
A small senior team fits when the scope needs a few experienced Ivalua people rather than a large programme. Typical cases: a rebuild on a new version, an upgrade, a new entity or module on a live platform, or an integrator who needs extra certified people. A large firm fits better when you need many people at once, or one contract that also covers work outside Ivalua.
I take senior missions as techno-functional lead or programme manager inside your team. When one person is not enough, I lead an Ivalua team from my network of about ten certified techno-functional consultants, with one lead who answers to you. I can also work inside an integrator’s team: integrators have their own page.
Frequently asked questions
Short answers to the questions people ask, each one sourced above.
Do I need an integrator to implement Ivalua?
You need certified people, not necessarily an integrator. Ivalua’s 2023 terms require Level 2 certification to configure the platform and Level 3 to build integrations, or a certified partner. An Ivalua partner, independent certified consultants or your own certified staff can meet that rule. Large programmes usually still hire a partner firm for capacity.
Does Ivalua implement its own software?
Partly. Ivalua describes itself as partner first and works mainly through partners. But it has its own professional services team for design, configuration, integration and training. Under its 2023 US public contract, Ivalua can deliver implementation itself, and it reviews a partner’s design and joins the steering committee.
How many Ivalua implementation partners are there?
Ivalua’s partner directory listed 42 implementation partners and 27 technology partners in August 2026. Ivalua also says its certified community has over 4,000 members, more than 2,200 of them at partners. It does not publish partner levels or the criteria to become a partner.
Who are the main Ivalua integrators?
Ivalua does not publish a ranking, and neither do I. Public contracts name, for example, CGI for Virginia, CKS Consulting for the French state and OPCO Atlas, Axys Consultants for EPFL, and KPMG for Maryland’s stabilisation. A firm’s name matters less than the certified people it puts on your project.
Is Seb Troz an Ivalua partner?
No. I am an independent, certified Ivalua consultant (L1 to L3), and I do not speak for Ivalua. I have worked on three full-cycle implementations at BNP Paribas. I work directly for clients or alongside integrators.
