Key takeaways
- A freelance (or independent) procurement consultant is one person who takes one role or one workstream for a set period. Published missions fall into four kinds: interim leadership, a project or hypercare role, run support of a tool, and category buying.
- Market day rates depend more on the kind of mission than on the tool. In UK IT contract ads over the six months to 27 October 2026, the median was £554 a day for Procure-to-Pay roles (134 rates) and £600 for Ariba roles (129 rates).
- Large firms publish much higher rates in UK public catalogues: KPMG lists £2,150 a day for an “advise” level consultant (G-Cloud 14, April 2024). A catalogue rate also pays for the firm’s own structure, so compare like with like.
- The contract route depends on the country: IR35 status in the UK, independent-contractor status in the US, a direct contract or portage salarial in France. Check it with your legal or HR team before the start date.
- Before you sign, check four things: a full cycle on your platform, the certification the work needs, the deliverables you will keep, and a written proposal with the rate and the duration.
What is a freelance procurement consultant?
A freelance procurement consultant is a senior person you hire for one role or one workstream, for a set period. They are not your employee and they do not bring a firm’s team. They work through their own company, an agency or an umbrella structure. “Freelance”, “independent” and “contractor” mean the same thing here.
You hire one when the work is clear and one person can carry it. For example: the procurement systems lead has left two months before go-live. Or the finance team needs someone to own the invoice interface with the ERP. Or a new organisation needs an interim head of procurement while it recruits.
Whether an independent or a consulting firm fits your project is covered on the procurement consulting page. This guide starts after that choice: how to hire the independent, at what price, through which contract.
Which kind of freelance procurement consultant do you need?
Freelance procurement missions published in September and October 2026 fall into four kinds. The rate follows the kind of mission more than the tool. Name the kind first: it decides the profile, the duration and the budget.
| Kind of mission | A typical situation | Published example | Rate shown on the advert |
|---|---|---|---|
| Interim leadership | The head of procurement post is empty, or a new organisation needs one | Interim Head of Procurement, new local authority, Cumbria (UK), 2 to 3 days a week | £700–£850 a day, Inside IR35 |
| Senior lead on procurement and P2P | Procurement and finance must set up governance, KPIs and better use of a P2P tool | Responsable Procurement Excellence Senior, Paris, 6 months or more | €850–€910 a day |
| Project or hypercare role on an S2P or P2P platform | The platform has gone live and tickets, fixes and data quality need an owner | Project manager S2P/P2P, hypercare on Esker, near Paris, 6 months | €450–€500 a day |
| Functional or technical role on a named tool | An Ivalua project needs a senior functional consultant or a SQL integrator | Senior MOA consultant for an Ivalua procurement system, Paris, 1 year | €460–€660 a day |
Interim leadership and senior lead roles are priced well above project and tool roles. Know which one you are hiring before you compare rates.
Category buyers on short missions also exist. For example, an industrial buyer for 3 months in Lille was advertised at €400–€460 a day in October 2026. Adverts are posted by agencies and IT services firms, so their rates include the intermediary.
How much does a freelance procurement consultant cost?
In UK IT contract ads, the middle half of Procure-to-Pay day rates runs from about £500 to £680. In France, functional and business consultants declare about €610 to €655 a day on average. Senior interim roles cost more. The table below gives each figure with its source, period and sample. These are market figures, not my rates.
| Market and source | What is measured | Period and sample | Figure |
|---|---|---|---|
| UK, IT Jobs Watch, “Procure-to-Pay” | Day rates quoted in IT contract job ads | 6 months to 27 Oct 2026, 134 rates | Median £554 a day; middle half £501–£684 |
| UK, IT Jobs Watch, “Ariba” | Day rates quoted in IT contract job ads | 6 months to 27 Oct 2026, 129 rates | Median £600 a day; middle half £475–£700 |
| Germany, Austria, Switzerland, freelancermap | Hourly rates declared by freelancers, SAP and ERP group | Nov 2025 to Feb 2026, 5,412 respondents | Median €120 an hour (non-IT freelancers: €100) |
| France, Free-Work | Day rates declared by functional and business consultants (procurement, finance, HR, supply chain…) | Contributions up to 26 Oct 2026, sample size not published | €655 a day direct, €608 via an intermediary |
| UK, one Michael Page advert | Interim head of procurement, public sector | One advert, read in Oct 2026 | £700–£850 a day, Inside IR35 |
No survey measures freelance procurement consultants alone. The closest figures come from P2P and ERP contract roles: about £550–£600 a day in the UK, €120 an hour in German-speaking Europe, about €600–€650 a day in France.
Two limits matter. IT Jobs Watch measures IT contract ads, so a pure category buyer is not in its figures. Free-Work’s category is broad and self-declared. No survey with a published method was found for independent procurement consultants in the US.
Large firms publish their own rates in the UK public G-Cloud catalogue. KPMG’s rate card (G-Cloud 14, April 2024) lists £1,625 a day at SFIA level 4 and £2,150 at level 5, “Ensure, advise”. Capgemini lists a senior business analyst at £947 for its procurement process assessment (G-Cloud 15, unit not stated on the page). These are the rates the firms publish for public buyers, and they pay for the firm’s structure. A contractor median is an advertised rate, sometimes posted by an agency. Both are useful, but they do not measure the same thing.
How do you contract with an independent procurement consultant?
You sign either with the consultant’s own company, or through an intermediary: an agency, an IT services firm or, in France, a portage company. The tax and employment rules depend on the country where the work is done. This is a summary of official guidance, not legal advice.
| Country | Usual routes | The rule that matters for you | Source |
|---|---|---|---|
| United Kingdom | The consultant’s limited company, often through an agency | Off-payroll working (IR35): a public sector client, or a medium or large private one, decides if the role is inside or outside IR35 and gives a Status Determination Statement. HMRC sets the size test (turnover, balance sheet, staff). For a small private client, the consultant’s company decides. | gov.uk; HMRC manual ESM10006a |
| United States | An independent contractor, paid against invoices | The IRS looks at behavioural control, financial control and the relationship; no single factor decides. Form SS-8 asks the IRS to decide. Payments of $2,000 or more made after 31 December 2025 are reported on Form 1099-NEC ($600 before). | irs.gov |
| France | A service contract with the consultant’s company, an IT services firm or platform, or portage salarial | Portage salarial is a three-party set-up. You may use it only for an occasional task outside your normal activity, or for expertise you do not have in-house, for 36 months at most. | Code du travail L1254-1 to L1254-3, service-public.fr |
Settle the route and the status with your legal or HR team before the start date, not after the first invoice.
Two practical points help in any country. Ask the intermediary what its price includes and who will do the work. And write the role, the deliverables, the days per week and the end date into the contract, so the scope does not drift.
What should you check before you hire one?
With an independent, you hire the person, not a firm’s method. So the checks are about the person’s own work. These five questions show whether they have done the job before:
- Have they done a full cycle on your platform? Design, build, tests and go-live, not one phase. Ask which version and which modules.
- Do they hold the certification the work needs? On Ivalua, the contract terms published in 2023 require Level 2 certification to configure and Level 3 for integrations. Some buyers ask for it in writing: Groupe ADP’s 2026 tender for its Ivalua application asks for the number of certified consultants.
- Can they explain a real situation from your project? For example: “how would you test the invoice interface with our ERP before go-live?” A senior consultant answers with steps, owners and test data, not with a method name.
- What will you keep when they leave? Specifications, interface documents, SQL reports and controls your team can run. Write the deliverables into the contract.
- Is everything in a written proposal? Role, scope, days per week, duration and day rate. The rate in the proposal is the one you compare with the market figures above.
Also check your own supplier rules early. Some large companies only sign with listed suppliers, and listing a new one takes time. An agency or IT services firm that is already listed can carry the contract.
What does an independent S2P consultant look like in practice?
Take my own case as an example of an independent source-to-pay (S2P) consultant. All my services are on Ivalua. This is how my profile answers the checks above:
| Check | My answer | Where to see it |
|---|---|---|
| Full cycle on the platform | Three full-cycle Ivalua implementations at BNP Paribas: v156 and v164 (2020–2023, on budget and on schedule), and v182 (since July 2025, delivered and still evolving) | Case studies |
| Certification | Certified Ivalua L1, L2 and L3 since 2020, still valid | About |
| Role | Techno-functional consultant, functional or technical lead, programme manager, migration workstream, L2/L3 support | Senior missions |
| More than one person | A team of certified Ivalua consultants from my network of about ten, led by me | An Ivalua team led by me |
| Price | A day rate, given in a written proposal after a first call about the role and the duration | Senior missions |
| Way of working | Remote from Cape Town (UTC+2) with European teams, in English or French; directly for clients or inside an integrator’s team | Contact |
Every answer can be checked on a public page before the first call.

Frequently asked questions
Short answers to the questions people ask, each one sourced above.
What is a procurement consultant’s hourly rate?
No survey measures procurement consultants alone. The closest published figure is freelancermap’s 2026 survey in Germany, Austria and Switzerland: a median of €120 an hour for SAP and ERP freelancers and €100 for non-IT freelancers (5,412 respondents, November 2025 to February 2026). In the UK, contractors are usually quoted per day: a median of £554 a day for Procure-to-Pay roles in the six months to 27 October 2026.
Is an independent procurement consultant the same as a freelance one?
Yes. Both words describe a consultant who works for several clients through their own company, an agency or an umbrella structure, not as your employee. “Contractor” is the usual UK word for the same set-up. What matters more is the kind of mission: interim leadership, a project role, run support or category buying.
What is an interim procurement consultant?
An interim procurement consultant fills a procurement role for a set period, often a leadership post while you recruit. For example, a UK local authority advertised an interim head of procurement for 2 to 3 days a week, at £700–£850 a day, Inside IR35. The work covered governance, procurement rules, the target operating model, procurement systems, and preparing the permanent hire.
How long does a freelance procurement mission last?
Most missions published in France in September and October 2026 ran for 3 months, 6 months or one year. In France, a mission through portage salarial is limited to 36 months by the Labour Code. Write the end date and the conditions to extend it into the contract from the start.
Can a freelance consultant work alongside our integrator or consulting firm?
Yes. An independent can take one workstream inside the integrator’s project, such as the ERP interfaces or the data migration, or review the work. Agree who leads which part, and who signs off the deliverables, before the start. I work this way too: directly for clients, or inside an integrator’s team.
Is a freelance consultant cheaper than a consulting firm?
The published figures cannot answer this directly, because they do not measure the same thing. A UK contractor median for Procure-to-Pay roles is £554 a day, as advertised, sometimes by an agency; KPMG’s public G-Cloud rate card lists £2,150 a day at the “advise” level, and that rate also pays for the firm’s structure. Compare the cost of the whole scope, not one day.
